पिंपरी-चिंचवड महापालिकेत १६ हजार पदे होणार निर्माण

PCMC Recruitment 2023

महापालिकेच्या सुधारित आकृतिबंधात १६ हजार नवीन पदांची निर्मिती प्रस्तावित केली आहे. सद्यस्थितीत महापालिकेच्या सात हजार कर्मचारी, अधिकाऱ्यांच्या वेतनावर वर्षाला सुमारे ७२० कोटींचा खर्च होत आहे. नवीन जागा भरल्यानंतर हा खर्च सुमारे १४०० कोटींवर पोहोचणार असल्याने महापालिकेची आर्थिक घडी विस्कटण्याची भीती व्यक्त केली जात आहे. हा सुधारित आकृतिबंध मंजुरीसाठी राज्य शासनाकडे पाठविण्यात आला आहे.

 

नागरिकांना सेवा व सुविधा उपलब्ध करून देण्यासाठी महापालिकेस मनुष्यबळाची आवश्यकता आहे. प्रत्येक महिन्याला सुमारे ३० ते ४० अधिकारी व कर्मचारी सेवानिवृत्त होत आहेत. अनेक वर्षे नोकरभरती न झाल्याने मनुष्यबळाची मोठी कमतरता भासत आहे. नोकर भरतीनंतर सर्व आठ क्षेत्रीय कार्यालयांत सुरळीत व गतिमान पद्धतीने सेवा व सुविधा पुरविणे सुलभ होईल, असा दावा प्रशासनाने केला आहे.

 

पिंपरी-चिंचवड शहराचा विस्तार होत आहे. सुमारे ३० लाख लोकसंख्या झाली आहे. त्यामुळे महापालिकेला नागरिकांना मूलभूत सेवा व सुविधा पुरविताना ताण येत आहे. मनुष्यबळ संख्या वाढविण्यासाठी नवीन आकृतिबंध तयार करून राज्य शासनाकडे मंजुरीसाठी पाठविण्यात आला आहे. राज्य शासनाच्या नियमानुसार अधिकारी व कर्मचाऱ्यांच्या वेतनावर म्हणजे आस्थापना खर्च एकूण उत्पन्नाच्या २५ टक्क्यांच्या आतच करण्याची अट आहे. मात्र, अत्यावश्यक सेवेतील एक हजार ५७८ जागा भरण्यासाठी राज्य शासनाने ती अट शिथिल केली आहे.

 

सात हजार अधिकारी, कर्मचारी – महापालिकेमध्ये मंजूर जागा ११ हजार ५१३ आहेत. यापैकी सद्यस्थितीत सात हजार ५३ अधिकारी व कर्मचारी कार्यरत आहेत. त्यांच्या वेतनासाठी दरमहा ६० कोटी, तर वर्षाला ७२० कोटी खर्च होतो. हे मनुष्यबळ अपुरे पडत असल्याने महापालिकेने सुधारित आकृतिबंध तयार केला. तो मंजुरीसाठी राज्य शासनाकडे पाठविण्यात आला आहे.

 

महापालिकेचा सुधारित आकृतिबंध मंजुरीसाठी राज्य शासनाकडे पाठविला आहे. त्याला अद्याप मंजुरी मिळालेली नाही. शासनाने एक हजार ५७८ अत्यावश्यक सेवेतील पदांची भरती करण्यास मंजुरी दिली असून ती प्रक्रिया सुरू आहे. सुधारित आकृतिबंधाला मान्यता मिळाल्यानंतरही सर्व जागा भरता येणार नाहीत. वेतनावरील खर्चाच्या मर्यादेचे पालन केले जाणार आहे. – विठ्ठल जोशी, उपायुक्त, सामान्य प्रशासन विभाग, पिंपरी-चिंचवड महापालिका
